stuck tuf neck stem

need some help,tried getting my tuf neck stem off my haro today and it's stuck,the locking nuts on top won't move,the forks move aswell when i try to turn them,but the top of the stem will spin round(the bit with logo on)really need to get this off,any ideas please,cheers...

You only need to undo the top (smaller) bolt to remove the stem, if you can undo the bolt and the stem still won't move give the top of the bolt a tap with a hammer, the wedge could be stuck in the forks

If you can't undo the bolt stick the bike upside down and squirt WD40 down the steerer tube and let it soak for a while

I've tried squirting wd40 down the tube and it's still not budging.the smaller stem bolt seems to be stuck to the bigger bolt underneath,and the more I try and loosen it the edges are starting to round so now the spanner won't even grab properly.desperately need this stem out as it's my fav haro bike and don't want to ruin it,cheers
