stuck tuf neck stem

Turn the bike upside down, then try inserting a suitable steel rod into the underside of the forks & twat it with a hefty hammer, forcing out the stem...

If it has a hollow stem bolt, plug it with something suitable, turn bike upside down, fill fork tube with diesel, leave overnight, empty out decent set of locking mole grips on your now rounded bolt, should undo.
If its a solid stem bolt, no need to plug it.

WD40 isn't much use, I use red diesel.
If it is starting to round just say feck it and use vice grips as tight as you can get.
You need to be able to loosen the bolt attached to the wedge a few turns, once the bolt has risen 5-10mm tap it down to dislodge the wedge.
Once you've dislodged the wedge, hold the forks with a wheel between your knees and twist bars from side to side.

Cheers mothwasp that worked a treat,all I need to do now is get the wedge off the bolt,it's jammed on,I've sprayed it with wd40,hopefully this will work,thanks everyone else for there ideas.....

No problem mate, glad you removed it.
As for the stuck wedge, place the bolt in a vice extremely tight, then use mole grips (or anything similar) to turn the wedge. Obviously use appropriate lube to aid the process...!!
