Could be they were too tight to buy the top cap and a star washer is about a quid. Most top caps are ally and I would expect a top cap to loose out against a set of chromoly forks.

make sure it is nice and square going in as well mate as they can sometimes be a right bar steward to get in  :daumenhoch:

star nuts are shite, to get it out just drill through the center and the rest of if should pretty much fall apart. Hope head doctors are a thousand times better alternative if you're using forks with no welded nut.
