Powder coating removal advice please

I had a frame once that was powdered but had almost a plastic finish to it, very strange stuff. Anyway the only thing that removed it was sand blasting.

Could that have been Tough-Coat-Dynol?  My dad had a VW Golf in 1985 that was treated with a plastic coating.

Not too sure what it was called, Synstrip etc etc didn't come close to shifting it
