Frame id help

That is a very unusual looking frame and unlike anything I have ever seen before either. Looks like it was definitely a freestyler.... It doesn't look like it is fantastic quality but I think you should restore it just because of it's rarity! It is kinda weird but kinda cool, Could make a very interesting build. Is that a union jack on the headtube? could be a clue....

thanks for all the help guys the forks, hangles & seat where bits he added, he had the frame striped and resprayed white so the union jack are aftermarket, i'll get some more pic over the week & try find a S/N

the family remembers he ether swapped it for something or got it from the tip but remember it was just the frame & he had it striped & resprayed, I'll prob land resorting it even if it worth nout anyway ;)
