Stuck and cut seat post

Just got a frame I've been after for a long time but unfortunately it has a seat post stuck in it, to top it  off the last owner has (for some reason) cut the seat post flush to the seat tube  >:(

Any ideas on how to remove it would be much appreciated as I'm all out of ideas

Drill the seat post out gradually

I tihink that is the only option as I'm never gonna get a good bite on it now, thanks dude.

Is it a a steel post in a steel frame?

It's an alloy post in a steel frame
