Whats the best filler to use?

I have a small dent in the top tube of a frame I want to get repowdered. 

I have never used any kind of body work filler before so any advice would be great

filler wil not take the heat of the oven when being powdered

is there any way of removing the dent then before powdering?

depends how big the dent is , have a word with sbd he will have the answer.

most body shops should have a welder dent puller lee or get it lead loaded
