A dremel one should; If you can get at it with a hacksaw then a dremel should be no problem.

put the other bolt back in and really tighten it
then wack a torq bit into the rounded off one
should come undone then .

turn the bike upside down and whilst holding the bars off the floor twat the bottom of the stem with a rubber mallet, once the stem is off all the pressure on the rounded out bolt should be released making it easier to remove
