refitting rear wheel

i took off my rear wheel to change the tyre now cant seem to get it back on straight, the tyre will not run perfectly straight when i turn the wheel, any tips on how to do this easily on your own?

also how tight should the chain be? cheers

If you hold the wheel in your hand and give it a spin, you see the tyre running out of shape yes?

It's just not seated correctly ont rim.  Let the air out, give it a squeeze all around the edges. Stick about 10-15psi in and then push the wheel down on the ground hard, working your way all the way around. That should do the trick  :)   Pump it properly back up and see how you go.
