Torker Fork/Headset problem

I have tried fitting a headset to the Torker frame and forks today but none will fit properly. I have 2 Hatta Kongos and part of an old Tange headset and none of the lower fork rings fit... they are too big. The fork tube is the same width all the way down... Has the ridge at the bottom been removed from these forks or am i just a numpty and need to buy a different headset ??

i've the same problem with a set of rickman freestyle forks.
looks like there's a small shim/collar missing. all the ball races i have here don't fit either...
was thinking of taking the tin snips to an old baked bean tin?

thx m8.... I need to know if these forks have been butchered....i am sure that the 280 forks had a ridge/stop... can anyone verify please?

some tange forks i have are like that: the ring is slack
